Procedure

Heat phase B to 75°C. Slowly add carbomer to phase A water and mix until uniform. Begin heating to 75°C. Add remaining phase A ingredients and mix until uniform. When both phases are at 75°C, add phase B to phase A under moderate mixing. Mix for 10 minutes. Begin cooldown. At 50°C, add phase C as a solution. Mix until uniform. At 35C, add phase D ingredients. Mix until uniform.
